The CBAM Academy

The mechanism, read in the regulation rather than in anybody’s summary

This library is written for the producer whose European customer has started asking for emissions data, for the importer who carries the legal obligation, and for the adviser who needs the provision rather than the gist.

What the library rests on

Two instruments have been read in their own text in the Official Journal, and they are the ones the pages are built against as the library grows.

How a page here is written

A page states what the regulation requires and from which date, names the article or the annex point that says so, and labels the position as law, an implementing act, guidance, a draft or still awaited. Where a figure has not been published, the page says that it is awaited and gives the date of the last check rather than filling the gap with an estimate.

Nothing here is written from a summary, a briefing or another website. A figure is read in the primary source or it does not appear, and every substantive page closes with the law it rests on and the date it was last read.

Where the instruments stand

The board lists an instrument once the text has been read in the Official Journal. An instrument that nobody has read yet is absent rather than listed with a guess. Each state is written out, so the colour never carries the meaning on its own.
